{"id":14297,"date":"2026-10-20T08:43:20","date_gmt":"2026-10-20T07:43:20","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=14297"},"modified":"2026-10-20T08:43:22","modified_gmt":"2026-10-20T07:43:22","slug":"former-onjn-chief-reveals-reasons-for-his-departure-and-regulators-reforms","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/10\/20\/former-onjn-chief-reveals-reasons-for-his-departure-and-regulators-reforms\/","title":{"rendered":"Former ONJN Chief Reveals Reasons for His Departure and Regulator\u2019s Reforms"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Vlad-Cristian Soare,<\/strong> former President of Romania\u2019s <strong>ONJN <\/strong>gambling office, has offered a much-needed glimpse into his sudden departure from the regulator earlier this year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an interview with Romanian news outlet <em>Adev\u0103rul,<\/em> Soare touched on some intricate points, including the interests he might\u2019ve affected during his 16-month tenure as the head of the ONJN.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Appointed on 17 April 2025, Soare took over a dishevelled gambling regulator that was in the midst of dealing with a PR crisis resulting from around \u20ac900m in missing taxes uncovered through an independent audit.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Soare was brought in to strengthen the regulator at a challenging time, but was later released from the Presidency \u201cwith no clear reason\u201d, as he noted on social media at the time.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">His interview with Adev\u0103rul is perhaps the most detailed one since his departure from the ONJN. And, as it turns out, he had some comments about whether he infringed on anyone\u2019s interests through his work.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cIf you ask me whose interests I disrupted, I believe the answer lies precisely in these measures \u2013 specifically, in the interests of those who stood to gain from a lack of digitalisation, an absence of transparency, oversight vulnerable to external influence, legislative interpretations favouring certain operators, or the persistence of mechanisms that allowed for the evasion of tax obligations,\u201d Soare told the newspaper.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Some of the measures Soare hints at, which he oversaw during his mandate, include implementing mandatory QR codes and geolocation tags on gaming equipment to accurately identify the number of legal gaming machines in the country.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Another key development saw Soare push for the IT modernisation of not only the ONJN\u2019s internal controls, but also for the creation of a brand new centralised self-exclusion registry that is easily accessible online and serves all corners of Romania.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI am not claiming to have solved every problem at the ONJN,\u201d Soare added. \u201cHowever, I did amend the legislation, make key decisions, implement specific measures, and leave behind concrete projects\u2014some of which were ready for immediate rollout.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Addressing the scrutiny of \u2018Conscious and Free\u2019<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Under Soare\u2019s leadership, ONJN also launched the <strong>\u201cConscious and Free\u201d<\/strong> programme, which set aside a total of \u20ac5m in grants through direct government funding to support problem gambling initiatives.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the time, the programme came under suspicion of potential ties between some of the approved organisations and the gambling sector. Still, the recipients were not publicly named but were announced through designated codes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Meanwhile, ONJN\u2019s new leadership under current President <strong>Valentin-Ioan Tomescu <\/strong>recently addressed the programme, stating that a full inspection will be launched into it due to several questions being raised, including the transparency of the code process and the funding commitments.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Soare addressed all of that, adding: \u201cThe results were published using codes and titles \u2013 a procedural measure specifically designed to limit access to the project details by ONJN staff or management; the actual evaluation was carried out by independent experts.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThere was, in fact, an issue regarding the operationalisation of these funds \u2013 specifically concerning the inclusion of the appropriate expenditure categories within the budget structure.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cDiscussions were held with the Ministry of Finance precisely to resolve this, and a legislative solution was formulated. I believe this distinction should have been highlighted more clearly in public communications: it is one thing to have a technical, legal, or budgetary issue that must be resolved prior to contracting, but it is quite another to create the impression that the program was launched without any financial foundation.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">With Soare now observing ONJN\u2019s work from the sidelines, he had one clear message for the new management: \u201cI ask those at the ONJN not to turn individuals affected by gambling addiction into collateral damage of leadership changes.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cAlthough I am no longer the president of the ONJN, I have a public responsibility to explain what was accomplished and why I believe the institution\u2019s work should not be abandoned.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Don\u2019t forget to subscribe to our <a href=\"https:\/\/t.me\/sbceurasia\">Telegram channel<\/a>!<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Vlad-Cristian Soare, former President of Romania\u2019s ONJN gambling office, has offered a much-needed glimpse into his sudden departure from the regulator earlier this year.
