European online gambling licences and regulatory authorities have been advised to apply customer due diligence requirements to transactions reaching \u20ac2,000.<\/p>\n\n\n\n
The provision has been drafted as new \u201ctechnical guidelines\u201d from AMLA, the EU\u2019s<\/strong> Anti-Money Laundering Authority,<\/strong> to prevent money laundering.<\/p>\n\n\n\n This October, AMLA submitted a new draft report on \u201ctechnical standards to identify the criteria of money laundering or illicit transactions\u201d for the European Commission to consider as policy for individual EU member state authorities.<\/p>\n\n\n\n New guidelines aim to \u201cstrengthen the Union\u2019s framework for anti-money laundering and countering the financing of terrorism (\u2018AML\/CFT\u2019)\u201d and \u201charmonise the preventative measures to be put in place at Union level\u201d.<\/p>\n\n\n\n The report seeks to establish \u201ccriteria for identifying business relationships and linked transactions\u201d.<\/p>\n\n\n\n Gambling is viewed by AMLA as a non-financial high-risk area, in which licences should elevate due diligence on \u201clow threshold transactions\u201d. New guidelines build on AMLA\u2019s consultation launched on 9 February 2026, which covered financial and non-financial businesses, including gambling.<\/p>\n\n\n\n The \u20ac2,000 gambling due diligence threshold already exists under EU anti-money laundering legislation and remains in the new regulation, which applies from July 2027. <\/p>\n\n\n\n Authorities in Sweden, France, Germany, and Spain have already applied due diligence checks to transactions of \u20ac2,000 covering stakes, winnings, or both.<\/p>\n\n\n\n Know your provider<\/strong><\/p>\n\n\n\n Further recommendations call on regulatory authorities to consider a mandatory-checks policy, noting that \u201cgames are provided by the same provider when assessing whether transactions share an identical or similar purpose.\u201d<\/p>\n\n\n\n Operators must also assess broader indicators, including payments involving the same customer, coordinated activity, shared digital infrastructure and transactions completed within a short timeframe.<\/p>\n\n\n\n These factors require an overall assessment. Transactions involving the same gambling provider should not automatically be counted together in AMLA advice that \u201cNo single criterion should be regarded as decisive in isolation.\u201d<\/p>\n\n\n\n AMLA revised the draft after gambling businesses warned that routine transactions and loyalty schemes could \u201ctrigger false positives\u201d. Operators must assess the wider commercial context before treating transactions as linked to business. <\/p>\n\n\n\n
