{"id":14420,"date":"2026-11-03T07:22:36","date_gmt":"2026-11-03T07:22:36","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=14420"},"modified":"2026-11-03T07:22:39","modified_gmt":"2026-11-03T07:22:39","slug":"hungarys-finance-minister-appoints-new-head-of-szerencsejatek-zrt","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/11\/03\/hungarys-finance-minister-appoints-new-head-of-szerencsejatek-zrt\/","title":{"rendered":"Hungary\u2019s Finance Minister Appoints New Head of Szerencsej\u00e1t\u00e9k Zrt"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Andr\u00e1s K\u00e1rm\u00e1n<\/strong>, Hungary\u2019s Finance Minister, has appointed <strong>Zolt\u00e1n S\u00f3lyom<\/strong> as the new Chief Executive of state-owned gambling group <strong>Szerencsej\u00e1t\u00e9k Zrt.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The appointment is yet to be confirmed by the government gazette but was announced via K\u00e1rm\u00e1n\u2019s <strong><em>Facebook<\/em><\/strong> page on 27 October.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Szerencsej\u00e1t\u00e9k has been without a leader since K\u00e1rm\u00e1n fired former CEO <strong>Zolt\u00e1n Guller<\/strong> in July. K\u00e1rm\u00e1n\u2019s actions were later followed by an axing of the board in August as he called for a \u201creset of the company\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The leadership changes form part of the <strong>TISZA<\/strong> government\u2019s ongoing review of the management of Hungarian state assets and institutions, taken across gambling, energy and public utilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Announcing S\u00f3lyom\u2019s appointment, K\u00e1rm\u00e1n published a scathing attack on the company\u2019s previous management, alleging that Szerencsej\u00e1t\u00e9k had been financially mismanaged and used as a funding vehicle by former PM <strong>Viktor Orban <\/strong>and the <strong>Fidesz<\/strong> government.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cSzerencsej\u00e1t\u00e9k Zrt., one of Hungary\u2019s largest companies and the country\u2019s exclusive gambling operator, became a cash dispenser for the NER \u2014 the \u2018System of National Cooperation\u2019\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cBillions of forints in taxpayers\u2019 money were distributed through the company to businesses close to Fidesz on political grounds, without transparency or justification.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">K\u00e1rm\u00e1n said that, as a wholly state-owned company, Szerencsej\u00e1t\u00e9k must be accountable to Hungarian taxpayers for its spending.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Finance Minister had already reshaped the company\u2019s board in July, removing <strong>Krisztina R\u00e9dey, Szabolcs Imre \u00c1gosth\u00e1zy, G\u00e1bor Bord\u00e1s <\/strong>and<strong> Zs\u00f3fia Ill\u00e9s-Puka<\/strong>. Another board member, <strong>Marianna Gabriella Poltn\u00e9 Pal\u00e1sthy, <\/strong>resigned.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Marcell Olajos <\/strong>was appointed chairman, while <strong>Zolt\u00e1n Horv\u00e1th<\/strong> joined the board, with the changes effective from 15 July.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">S\u00f3lyom has no experience in gambling or Hungarian politics. He founded corporate insurance consultancy and brokerage Palladium Consulting in 1997, following a career at Generali that included senior management responsibilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Since August, he has also served on the supervisory boards of Szerencsej\u00e1t\u00e9k and <strong>Corvinus International Investment,<\/strong> according to K\u00e1rm\u00e1n\u2019s announcement. The minister said this had allowed him to develop a deeper understanding of the gambling operator before taking executive responsibility.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cToday marks the end of the era of secrecy and abuse at Szerencsej\u00e1t\u00e9k Zrt,\u201d said K\u00e1rm\u00e1n.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI have appointed Zolt\u00e1n S\u00f3lyom as CEO because, during the selection process, he convinced me that he would be a capable leader and a responsible steward of the company.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cI expect the company to become a modern, efficient business that operates, above all, in the interests of Hungarian taxpayers.\u201d<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Fidesz rejects allegations<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The criticism has drawn a response from former Prime Minister Orb\u00e1n\u2019s office, which defended Szerencsej\u00e1t\u00e9k\u2019s management and funding practices.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In a statement reported on 28 October, Orb\u00e1n\u2019s office maintained that the company had operated lawfully and transparently, and that its funding policy had been guided by transparent decisions.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Orb\u00e1n stated that K\u00e1rm\u00e1n could not prove any of their allegations made against Szerencsej\u00e1t\u00e9k\u2019s management and its funding for Hungarian charitable causes, arts and heritage programmes.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>TISZA holds fate of Gambling Supervisor<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The dispute comes alongside changes to Hungary\u2019s regulatory framework.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Parliament has approved legislation removing concession-related responsibilities from the <strong>Supervisory Authority for Regulated Activities (SZTFH)<\/strong> and dismantling its <strong>Concessions Council.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In its own corrective statement, SZTFH dated the final parliamentary vote as 22 September. It stressed that its role concerned prior consent to concession arrangements, rather than directly awarding concessions \u2014 a responsibility held by designated government ministers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The changes sit alongside a broader government examination of the authority\u2019s future and the allocation of its responsibilities. They should therefore be distinguished from a decision to abolish gambling regulation or open the market to additional operators.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For now, the announcements reviewed offer no clear commitment from the TISZA government to further liberalising online gambling.
