{"id":14429,"date":"2026-11-04T07:52:30","date_gmt":"2026-11-04T07:52:30","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=14429"},"modified":"2026-11-04T07:52:32","modified_gmt":"2026-11-04T07:52:32","slug":"greece-refuses-to-back-down-on-gambling-winnings-tax-increase","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2026\/11\/04\/greece-refuses-to-back-down-on-gambling-winnings-tax-increase\/","title":{"rendered":"Greece Refuses to Back Down on Gambling Winnings Tax Increase"},"content":{"rendered":"\n<p class=\"wp-block-paragraph\"><strong>Kyriakos Pierrakakis<\/strong>, <strong>Greece\u2019s<\/strong> Finance Minister, has stood by the decision to increase taxes on online casino game winnings to \u201cgrow revenues for public services\u201d.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Figures published in October show that taxes withheld from gambling winnings were \u20ac369m between January and August 2026, up 27.3% from \u20ac290m in the same period last year.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Total GGR was up 4.2% to \u20ac2.06bn and state participation receipts from operators were up 7.9% to \u20ac484.5m. The figures cover the wider gambling market and do not isolate the contribution of July\u2019s player tax increase.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tax raise (introduced on 1 July) increased the rate on online casino winnings (\u20ac100\u2013500) from 15% to 20% and above \u20ac500 from 20% to 30%. Winnings up to \u20ac100 remain exempt.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The policy was first announced by Pierrakakis on 23 March. Pierrakakis identified online casino winnings as another revenue source to fund support for households and businesses as energy costs rise.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u201cThis intervention will increase public revenue by about \u20ac100m a year,\u201d he said, according to the Finance Ministry\u2019s official transcript.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Gov\u2019t says black market risk considered<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Deputy Finance Minister <strong>Thanos Petralias<\/strong> gave the government\u2019s detailed defense: rapid growth in online casino and poker warranted a bigger contribution to public finances.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same press conference, Petralias said that the sector could provide a permanent revenue source for the state budget and future government measures.&nbsp;<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">A bigger public share of market growth was socially fair, he added \u2013 proceeds go back to citizens.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Asked whether higher taxes could drive customers to unlicensed websites, Petralias said revenue projections took demand elasticity into account, and that operator data was analysed as well.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">He also cited accompanying legislation against illegal gambling as a defence against customers moving outside the regulated market.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The deputy minister explained that online casino-type games (slots and poker) were increased; sports betting and other OPAP products remained under separate tax arrangements.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Regulator buffs up for black market fight&nbsp;<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The tax changes form part of a wider programme to beef up <strong>the Hellenic Gaming Commission\u2018s (EEEP)<\/strong> enforcement capacity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">An October recruitment drive sought 40 staff on secondment (seven IT specialists included) to beef up the regulator\u2019s inspection corps. The extra expertise helps supervise an increasingly digital gambling market, but the recruitment notice does not say whether it is funded by the higher player tax.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The overhaul strengthens website blocking, investigative powers and sanctions against illegal activity.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The Finance Ministry\u2019s published framework sets administrative fines of up to \u20ac2m per infringement (depending on the offence) as well as prison sentences of at least ten years for specified illegal gambling offences.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Individuals convicted of relevant offences are criminalised; businesses face financial and administrative sanctions; different penalties apply to promotion of illegal gambling by influencers, affiliates and digital advertising networks.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Protecting the regulated market\u2019s contribution to public finances is therefore a key issue. HGC estimates Greek state gambling revenue at \u20ac1.17bn in 2025 (\u20ac737m online and \u20ac433m land-based activities).<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Speaking to the HGC on 6 October, Pierrakakis warned that illegal gambling took money from the state and undermined businesses that were complying with the rules.
