{"id":7575,"date":"2024-11-19T11:50:25","date_gmt":"2024-11-19T11:50:25","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=7575"},"modified":"2024-11-19T11:50:31","modified_gmt":"2024-11-19T11:50:31","slug":"president-pena-approves-new-bill-to-reform-paraguays-gambling-laws","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2024\/11\/19\/president-pena-approves-new-bill-to-reform-paraguays-gambling-laws\/","title":{"rendered":"President Pe\u00f1a Approves New Bill to Reform Paraguay&#8217;s Gambling Laws"},"content":{"rendered":"\n<p>President <strong>Santiago Pe\u00f1a<\/strong> of Paraguay has endorsed a new bill to reform national gambling laws and revise the privileges of municipal gambling monopolies.<\/p>\n\n\n\n<p>Submitted by President Pe\u00f1a and Minister of Economy <strong>Carlos Fern\u00e1ndez Valdovinos<\/strong>, the bill is now before the National Congress for an expedited review.<\/p>\n\n\n\n<p>The bill\u2019s text states: \u201cI address Your Honourability, and through you, the Honourable National Congress, by virtue of the Constitution of the Republic of Paraguay, to urgently submit for study and consideration the bill that modifies and extends Law No. 1016\/1997, which establishes the legal framework for the exploitation of games of chance and gambling.\u201d<\/p>\n\n\n\n<p>Pe\u00f1a\u2019s endorsement is part of his intervention in Paraguay\u2019s stalled gambling reforms, following a Senate delay of the Law No. 1016\/1997 review, which had been awaiting action by the Constitutional Affairs Committee.<\/p>\n\n\n\n<p>Key proposals include transferring the <strong>National Gaming Commission (Conajzar)<\/strong> to the <strong>National Tax Revenue Directorate (DNIT)<\/strong> to boost efficiency and revenue.<\/p>\n\n\n\n<p>In 2023, Conajzar faced political scrutiny for mishandling the tender of a federal sports betting franchise, awarded to <strong>Daruma SAM,<\/strong> operator of <strong>Aposta.LA <\/strong>betting shops in Gran Asunci\u00f3n. The tender was ultimately voided due to a lack of government oversight and a clear competition framework, leading to an investigation by CONACOM, Paraguay\u2019s competition authority.<\/p>\n\n\n\n<p>The reforms aim to replicate <strong>DNIT\u2019s<\/strong> tax collection success by providing Conajzar with expanded resources, including 800 inspectors and improved legal and control functions.<\/p>\n\n\n\n<p>Industry stakeholders are optimistic about rapid approval, given the government\u2019s legislative majority.<\/p>\n\n\n\n<p><strong>Lorena Rojas<\/strong>, head of <strong>APOJA (Association of Gaming Operators),<\/strong> emphasized the anticipated benefits for combating illegal gambling through better oversight.<\/p>\n\n\n\n<p>In 2023, APOJA secured ministerial support to file six articles amending Paraguay\u2019s Gambling Law, specifically aiming to end monopolies on gambling activities. Ministers backed APOJA following the controversial Conajzar-managed sports betting tender.<\/p>\n\n\n\n<p>The bill also seeks to open the gambling market by removing existing monopolies and allowing unlimited licenses for sports betting and other games. Additionally, it proposes regulations for online gambling and betting to keep pace with technological advancements.
