SENACON, Brazil’s National Consumer Protection Secretariat,<\/strong> has banned all forms of customer incentives. As a result, bonuses and registration offers have been excluded from gambling-related regulations.<\/p>\n\n\n\n

In Order No. 2344\/2024<\/strong>, SENACON ordered the removal of gambling incentives “throughout the country, any advertising of rewards related to advances, advance payments, bonuses or previous advantages, even under the guise of promotions, marketing or advertising, for the purpose of placing bets.”<\/p>\n\n\n\n

The order also requires the suspension of “any advertising of fixed-odds games on the Internet (betting) aimed at children and adolescents.”<\/p>\n\n\n\n

Operators are required to submit a report within 10 days detailing the measures taken to comply with the suspension of bonuses and rewards. Failure to comply will result in a fine of R$50,000 (approximately \u20ac8,000).<\/p>\n\n\n\n

The measures apply to all active operators listed among the applicants wishing to participate in the betting market, as specified by the Secretariat of Prizes and Betting (SPA\/MF)<\/strong>.<\/p>\n\n\n\n

The directive to abolish all forms of bonuses was signed by SENACON Director Vitor Hugo do Amaral Ferreira<\/strong>, acting as Advisor for Consumer Protection of the Brazilian<\/strong> Ministry of Justice and Public Security (MJSP)<\/strong>.<\/p>\n\n\n\n

In addition to the SENACON regulation, the use of welcome bonuses and registration incentives was already prohibited by Regulation No. 615 of the SPA and the Ministry of Finance.<\/p>\n\n\n\n

Published in April as the \u201cPayment Regulation\u201d, the SPA and the Ministry of Finance clarified: \u201cIt is prohibited for an operating agent to provide any form of advance, anticipation, bonus or prior advantage, even if it is simply for the purpose of promoting, disseminating or advertising, for the placement of bets.\u201d<\/p>\n\n\n\n

In further developments related to the launch of the betting market, Regis Dudena<\/strong>, President of the SPA, announced that the Secretariat had initiated the final licensing procedures for operators.<\/p>\n\n\n\n

The SPA will announce all qualified operators by the end of December. These operators will then have a 30-day period to meet the final authorization requirements, which include paying an advance of R$30 million (\u20ac5 million) as a concession fee and completing checks on certified platforms.<\/p>\n\n\n\n
