{"id":7932,"date":"2024-12-23T11:52:49","date_gmt":"2024-12-23T11:52:49","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=7932"},"modified":"2024-12-23T11:52:54","modified_gmt":"2024-12-23T11:52:54","slug":"european-gaming-and-betting-association-calls-for-reform-of-austrias-outdated-gambling-laws","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2024\/12\/23\/european-gaming-and-betting-association-calls-for-reform-of-austrias-outdated-gambling-laws\/","title":{"rendered":"European Gaming and Betting Association Calls for Reform of Austria\u2019s \u201cOutdated\u201d Gambling Laws"},"content":{"rendered":"\n<p><strong>The European Gaming and Betting Association (EGBA) has called on the Austrian government to reform the country\u2019s gambling legislation and end the monopoly in the online casino sector.<\/strong><\/p>\n\n\n\n<p>While most EU countries have implemented modern licensing systems, the <strong>EGBA<\/strong> noted that Austria \u201c \u201cremains locked in the past\u201d, being one of only two EU countries, along with Poland, still maintaining a monopoly.<\/p>\n\n\n\n<p>\u201cThe country\u2019s outdated gambling monopoly framework not only falls behind contemporary European standards but actively undermines consumer protection, regulatory oversight, and tax generation,\u201d the trade association added.<\/p>\n\n\n\n<p>EGBA\u2019s call came amid ongoing coalition negotiations following Austria\u2019s general election on September 29.<\/p>\n\n\n\n<p>Despite winning, the far-right Freedom Party (FP\u00d6) has been unable to secure a coalition partner.<\/p>\n\n\n\n<p>President <strong>Alexander Van der Bellen<\/strong> tasked Chancellor <strong>Karl Nehammer<\/strong>, leader of the second-largest Austrian People\u2019s Party (\u00d6VP), with forming a government.<\/p>\n\n\n\n<p>Nehammer plans to create Austria\u2019s first three-party coalition since 1955, uniting the People\u2019s Party, the Social Democratic Party (SP\u00d6), and the liberal Neos party.<\/p>\n\n\n\n<p>In light of these developments, EGBA urges the three parties to seize this opportunity to implement the much-needed reforms.<\/p>\n\n\n\n<p><strong>EGBA\u2019s&nbsp; Proposal<\/strong><\/p>\n\n\n\n<p>EGBA advocates for the introduction of a multi-licensing system for online casinos, already implemented in 21 other EU countries.<\/p>\n\n\n\n<p>The association emphasizes that under the current monopoly, a significant portion of the online gambling market remains unregulated, with many Austrian players turning to offshore platforms.<\/p>\n\n\n\n<p>Switching to a multi-licensing system would allow Austria to align with best European practices, improving consumer protection and strengthening regulatory oversight.<\/p>\n\n\n\n<p>EGBA refers to the successful experiences of countries such as Denmark and Sweden, where multi-licensing led to a significant increase in the regulated market share, improved consumer protection, and higher tax revenues.<\/p>\n\n\n\n<p>In Denmark, for example, the share of the regulated market rose from 72% to 90% after the introduction of multi-licensing in 2012.<\/p>\n\n\n\n<p>EGBA argues that moving away from the monopoly system will not only enhance consumer protection \u2014 including access to safer gambling tools such as self-exclusion \u2014 but also bring significant economic benefits.<\/p>\n\n\n\n<p>The association estimates that transitioning to a regulated market could generate up to \u20ac1 billion in additional tax revenue by 2030.<\/p>\n\n\n\n<p>\u201cThe evidence from across Europe is clear and compelling: multi-licensing works. It brings gambling activity into the regulated market, protects consumers, and generates significant tax revenue,\u201d said EGBA secretary general <strong>Maarten Haijer.<\/strong><\/p>\n\n\n\n<p>\u201cWith government negotiations underway, Austria has a golden opportunity to modernise its approach to online casino regulation and benefit from the proven regulatory approaches elsewhere.
