{"id":8155,"date":"2025-01-20T10:30:17","date_gmt":"2025-01-20T10:30:17","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=8155"},"modified":"2025-01-20T10:30:22","modified_gmt":"2025-01-20T10:30:22","slug":"italys-gambling-tax-breaks-extended-to-2025","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2025\/01\/20\/italys-gambling-tax-breaks-extended-to-2025\/","title":{"rendered":"\u200b\u200bItaly&#8217;s Gambling Tax Breaks Extended to 2025"},"content":{"rendered":"\n<p>Tax adjustments to specific gambling segments have been incorporated into <strong>Italy\u2019s 2025 Budget Law<\/strong>, signed off by President <strong>Sergio Mattarella<\/strong> on 9 January.<\/p>\n\n\n\n<p>The provisions of the 2025 Budget Law have elicited both positive and negative reactions from Italian gambling stakeholders.<\/p>\n\n\n\n<p>The Budget confirmed the decision by the <strong>Ministry of Finance (MEF)<\/strong> to extend existing concessions for online gambling licences for an additional tax year.<\/p>\n\n\n\n<p>Additionally, concessions for land-based gambling venues, which were set to expire in December 2024, have been extended by a further two years as the government continues reorganising laws related to retail betting, horse racing, bingo, and gaming machines.<\/p>\n\n\n\n<p>For online gambling, the extension will allow several operators to maintain their current status for an additional fiscal year before transitioning to a new licence regime. The new regime will impose a \u20ac7m authorisation fee and operating fees of 3%.<\/p>\n\n\n\n<p>Italy\u2019s new licence regime was launched on 19 December 2024, following its approval by the European Commission. Current licence holders must transition to the new regime by 30 May 2025, as required by <strong>ADM, Italy\u2019s Customs and Monopolies Agency<\/strong>.<\/p>\n\n\n\n<p>The new licence fee of \u20ac7m will be paid in two instalments: \u20ac4m upon award and \u20ac3m upon the commencement of operations, which must occur within six months of receiving ADM\u2019s approval.<\/p>\n\n\n\n<p>Italian operators had urged the MEF to provide a grace period for businesses transitioning to the new regime, arguing that the substantial \u20ac7m fee for online gambling licences would disproportionately affect small and mid-sized operators.<\/p>\n\n\n\n<p>For land-based venues, the MEF extended existing concessions, anticipating the generation of over \u20ac19m in tax revenue from bingo, \u20ac74m from retail betting, and \u20ac140m from gaming machines.&nbsp;<\/p>\n\n\n\n<p>However, the positive developments were short-lived, as the Budget Law also announced revisions to tax adjustments on specific gambling verticals.<\/p>\n\n\n\n<p>For the online segment, gross gaming revenue (GGR) tax rates for sports and virtual betting will increase from <strong>24% to 24.5%<\/strong>. For online casino, bingo, and poker, GGR taxes will increase from<strong> 25% to 25.5%.<\/strong> The government expects to raise<strong> \u20ac481m<\/strong> new tax revenues in 2025, driven by these tax adjustments and the transition of online operators to the new regime.<\/p>\n\n\n\n<p>For retail gambling, the sports betting tax rate increased from 20% to 20.5%, virtual games rose from <strong>22% to 24.5%<\/strong>, while fixed-odds horse betting experienced a significant reduction, dropping from <strong>43% to 20.5%<\/strong>. The changes to land-based activities are projected to generate an additional <strong>\u20ac39m<\/strong> annually.<\/p>\n\n\n\n<p>The significant reduction in the fixed-odds horse betting tax rate &#8211; <strong>from 47% to 24.5%<\/strong> &#8211; was introduced to revitalise Italy\u2019s struggling horse racing sector.<\/p>\n\n\n\n<p>Criticism of the tax increases and rising operational costs was voiced by Logico, Italy\u2019s online gambling trade body. The organisation warned that many operators might decline new concessions due to the \u20ac7 million fee and the additional tax burdens. <strong>Moreno Marasco, President of Logico<\/strong>, emphasised, \u201cThe risk is weakening a sector that is the only bulwark against illegal gambling.\u201d<\/p>\n\n\n\n<p>Conversely, foreign operators have welcomed the changes to the new online gambling regime, with Italy being seen as a growth market in an otherwise stagnant Western European landscape.<\/p>\n\n\n\n<p>In 2024 <strong>Flutter Entertainment<\/strong> doubled down on its Italian growth strategy by acquiring <strong>Gruppo SNAI<\/strong> from <strong>Playtech<\/strong> for<strong> \u20ac2.3 billion<\/strong>.
