{"id":8697,"date":"2025-03-06T12:40:46","date_gmt":"2025-03-06T12:40:46","guid":{"rendered":"https:\/\/sbceurasia.com\/en\/?p=8697"},"modified":"2025-03-06T12:40:51","modified_gmt":"2025-03-06T12:40:51","slug":"romanian-gambling-regulator-summoned-to-parliament-to-explain-audit-findings","status":"publish","type":"post","link":"https:\/\/sbceurasia.com\/en\/2025\/03\/06\/romanian-gambling-regulator-summoned-to-parliament-to-explain-audit-findings\/","title":{"rendered":"Romanian Gambling Regulator Summoned to Parliament to Explain Audit Findings"},"content":{"rendered":"\n<p>The leadership of <strong>ONJN, the National Office for Gambling of Romania,<\/strong> has been summoned to Parliament to explain \u201cserious failings and irregularities\u201d brought to light by an audit conducted by the <strong>Court of Accounts (CCR)<\/strong>.<\/p>\n\n\n\n<p>The demand has been filed by <strong>Diana Stoica<\/strong>, the Deputy of the <strong>Romania Union Party (USR)<\/strong>, who stated that ONJN\u2019s leadership must explain its scandalous failings before an IT Committee.<\/p>\n\n\n\n<p>Last week, the CCR published its audit of ONJN for the <strong>period 2019 to 2023, <\/strong>uncovering severe discrepancies in the auditing of gambling licences and regulatory oversight of Romania\u2019s gambling sector.<\/p>\n\n\n\n<p>The CCR claims to have identified potential tax liabilities of <strong>between 3.3 billion and 4.3 billion lei (\u20ac630m to \u20ac900m) <\/strong>due to ONJN\u2019s extreme negligence in auditing gambling licences.<\/p>\n\n\n\n<p>The report further claimed that, during the period 2019 to 2023, ONJN conducted minimal verification of authorisation fees, leading to discrepancies in unpaid taxes totalling 79 million lei (\u20ac16m).<\/p>\n\n\n\n<p>The CCR submitted its damning audit to the government, stating that ONJN\u2019s negligence was serious enough to warrant a criminal investigation.<\/p>\n\n\n\n<p>USR Deputy Diana Stoica called the situation \u201cscandalous,\u201d demanding that ONJN provide clear answers and urgent corrective measures.<\/p>\n\n\n\n<p>\u201cThe heads of ONJN facilitated a huge fraud and enabled the destruction of lives. While in 2023 alone, Romanians spent 12.5 billion lei on online gambling, ONJN failed to fulfil its basic legal duties,\u201d Stoica stated.<\/p>\n\n\n\n<p>Stoica emphasised that Parliament must ensure ONJN is held accountable and implement stronger regulatory measures to prevent further failings.<\/p>\n\n\n\n<p>USR Senator <strong>Ciprian Rus<\/strong>, who chairs Romania\u2019s IT Committee, endorsed the call for a direct investigation, stating:<\/p>\n\n\n\n<p>\u201cThe passive attitude and tacit complicity of ONJN leadership demonstrate either gross incompetence or systemic corruption. We demand clear answers and firm commitments to ensure such illegalities will not be repeated.\u201d<\/p>\n\n\n\n<p>The CCR\u2019s audit also found that ONJN had failed in its primary duty of monitoring and controlling online gambling operators. Since its establishment, the institution has never carried out proper supervision, including verifying financial data provided by gambling companies.<\/p>\n\n\n\n<p>With Romania\u2019s gambling sector growing rapidly, these revelations have intensified scrutiny on ONJN\u2019s operations.
