At the end of March, Croatia<\/strong> announced new rules to increase taxation and licensing fees, as well as a set of new advertising restrictions and mandatory ID checks at land-based venues, among other things.<\/p>\n\n\n\n

The move has faced criticism from some in the industry, including HUPIS (the Croatian Gambling Association)<\/strong>, which condemned the government’s actions for not having been notified in advance by the European Commission (EC)<\/strong> – a mandatory procedure for all EU<\/strong> states under the TRIS<\/strong> procedure.<\/p>\n\n\n\n

Filip Jelavic<\/strong>, General Secretary of HUPIS, said: \u201cWe believe it is in the interest of all stakeholders \u2013 including the Croatian Government \u2013 that the legislative process is carried out in accordance with the European legal framework. <\/p>\n\n\n\n

\u201cLegal certainty and predictability are essential for market stability, and any potential financial consequences arising from procedural shortcomings are ultimately borne by businesses and citizens.<\/p>\n\n\n\n

\u201cTherefore, we consider it important for the Croatian Government to respect its obligations and allow the European Commission to verify that the adopted text is compatible with EU law and the Internal Market principles before it applies.\u201d<\/p>\n\n\n\n

HUPIS joins the European Gambling and Amusement Federation (EUROMAT)<\/strong> in its calls for a second look at Croatian reforms. EUROMAT contacted the EC to enquire about the situation last week, leading to the EC entering into direct talks with Croatia\u2019s government. <\/p>\n\n\n\n

Jelavic added: \u201cWe welcome the fact that the European Commission has responded and reminded the Croatian government of the importance of adhering to the established procedures within the EU.\u201d<\/p>\n\n\n\n

HUPIS first voiced its concerns when the reforms were initially announced, arguing that the changes will severely hinder Croatia\u2019s gambling industry by inadvertently putting sector jobs at risk. <\/p>\n\n\n\n

Well into his third term however, Prime Minister Andrej Plenkovi\u0107<\/strong> has remained committed to his pledge to reduce problem gambling rates in the country, which is said to affect around 40,000 Croatians.<\/p>\n\n\n\n
