Although it was not fully operational and its functioning is in question.<\/li>\n\n\n\n<li>Combating gambling addiction: A register was introduced for individuals banned from gambling.<\/li>\n<\/ul>\n\n\n\n<p>Despite these achievements, KRAIL became a subject of mixed reviews.<\/p>\n\n\n\n<p><strong>Main Criticisms:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Delayed and unclear procedures: Entrepreneurs often complained about long processing times and poor communication.<\/li>\n\n\n\n<li>Limited authority: The Commission lacked the tools to fight illegal operators effectively.<\/li>\n\n\n\n<li>Corruption risks: The Media and the public pointed to shadow deals and influence groups.<\/li>\n\n\n\n<li>Administration left much to be desired.<\/li>\n\n\n\n<li>The monitoring system failed to deliver results, and the funds spent on its development and implementation were wasted.<\/li>\n<\/ul>\n\n\n\n<p><strong>The result<\/strong>: declining trust in the regulator and stalling market development.<\/p>\n\n\n\n<p><strong>What Will the Regulator Change Bring?<\/strong><\/p>\n\n\n\n<p>The functions of developing and implementing state policy in the field of gambling and lotteries have been transferred to the Ministry of Digital Transformation, and the newly established State Agency <strong>PlayCity<\/strong>, which is accountable to the Ministry, has become the legal successor of KRAIL.<\/p>\n\n\n\n<p><strong>Potential Benefits:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Digitalization of processes:<\/strong> Licensing could be streamlined via platforms like \u201cDiia.\u201d<\/li>\n\n\n\n<li><strong>Integration with other systems:<\/strong> The new regulator would have access to tax information, financial monitoring data, and law enforcement databases.<\/li>\n\n\n\n<li><strong>Transparency and accountability:<\/strong> The new regulator and its procedures must be open and clear to all participants \u2014 entrepreneurs, investors, and society. For example, there should be a possibility to see how licenses are issued, based on what criteria, etc. The regulator must explain its actions and decisions. If well-designed and effectively implemented, this model can promote fair competition, increase investment, and support market growth.<\/li>\n\n\n\n<li><strong>Investor attraction:<\/strong> A stable and predictable environment is important for both local and foreign capital.<\/li>\n<\/ul>\n\n\n\n<p><strong>Possible Risks:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Challenges during the transition period:<\/strong> Application processing, license renewals, and technical integrations may be temporarily halted.<\/li>\n\n\n\n<li><strong>Legal uncertainty:<\/strong> The new body is still in the process of being established, and its powers and authorities have not yet been clearly defined or officially approved.<\/li>\n\n\n\n<li><strong>Regulatory changes:<\/strong> Tax burdens or market rules may change, posing risks to operators.<\/li>\n<\/ul>\n\n\n\n<p><strong>What Does This Mean for Market Players?<\/strong><\/p>\n\n\n\n<p>The ongoing changes demand greater attention from operators, investors, and international partners.
