According to the bill, accepting bets from a person who has self-excluded would result in <strong>fines of 10,000 to 30,000 rubles<\/strong> for officials and <strong>50,000 to 100,000 rubles<\/strong> for legal entities. Similar fines are proposed for gambling operators who violate the procedures for accepting applications to include individuals in the self-exclusion list.<\/p>\n\n\n\n<p>If adopted, the law will come into force on <strong>September 1, 2025<\/strong>, according to Vedomosti.<\/p>\n\n\n\n<p>On <strong>May 28<\/strong>, the <strong>State Duma<\/strong> passed in its first reading a bill that allows citizens to self-exclude from participating in gambling. The bill introduces a mechanism for refusing participation in gambling activities, including with bookmakers, totalizators, casinos, and slot machine halls.<\/p>\n\n\n\n<p>To self-exclude, individuals must submit an application to the <strong>Unified Gambling Regulator (ECUPIS)<\/strong> to be added to a list of persons who have opted out of gambling. The exclusion period must be <strong>no less than 12 months<\/strong>. Applications are submitted through the state and municipal services portal and cannot be withdrawn.<\/p>\n\n\n\n<p>The bill prohibits bookmakers and totalizators from accepting bets from people on the self-exclusion list. Casinos and slot halls will be banned from issuing chips or tokens to them or allowing them entry.
