On June 28, 2023 the decision of the Kyiv District Administrative Court dated 23 June 2023 was published, from which it follows that LLC “Joker.UA” asked the court to recognize as illegal and cancel the decision of the Ukrainian regulator that had previously cancelled Joker’s online casino licence.
The court decided to declare illegal and cancel the decision of the Commission.
Now the Regulator must cancel its decision about cancelling the licence of LLC “Joker UA”.
Context:
On December 13, 2022, the Commission for the Regulation of Gambling and Lotteries of Ukraine (CRGL) cancelled the online casino licence issued to Joker.UA LLC (operator brand – JOKER) based on the analysis of information from the Security Service of Ukraine (SBU).
Also on this day, the licences of Alfagame LLC (brand – Gold Cup, online casino), Play Fan Investment LLC (brand – Fan Sport, online casino and bookmaker) were also cancelled according to information from various law enforcement agencies.

Recently, a large number of events have been observed in the Ukrainian market that do not add to the attractiveness for investors: the cancellation of licences, the application of sanctions, the absence of tax changes and the state tax monitoring system.
This is perhaps the first case when an operator managed to defend its rights in a Ukrainian court. Perhaps this will set a precedent for other operators facing similar problems.
