New Horizon: Finland Decides on Gambling Reform

Finland’s Ministry of the Interior has prepared a bill to reform the gambling system. This project provides for the introduction of a licensing system for the gambling business in accordance with the state program.

The project will develop legislative proposals needed to reform the gambling system, including games subject to the licensing system, license fees and taxation, gambling management tools, other measures to prevent gambling harm, and the management and marketing of gambling activities.

According to the government’s plan, the remaining monopoly and competitive market operations at Veikkaus will be spun off into separate companies within one group.

The purpose of this initiative is to strengthen supervision over the entry of the gambling business into the licensing system. The project will examine the social implications of the licensing system, in particular its impact on the harm caused by gambling. 

To implement this project, a steering group and an intersectoral working group were created with the participation of key ministries involving a wide range of experts from various fields.

The project is designed for the period until December 31, 2025.
