Brazil is getting closer to legalizing land-based casinos in the country, according to government Tourism Minister Celso Sabino.
Speaking to Brazilian tourism publication Mercado e Eventos, Sabino highlighted the progress of Bill 2234/22, which proposes the legalization of localized casinos, bingo halls, and “jogo do bicho.”
The minister noted that the bill is expected to be approved and ratified by Brazilian President Lula da Silva in the first half of this year.
Sabino said: “The bill regulating casinos has already been approved in the Chamber of Deputies and is in the Senate. We expect it to be approved and sanctioned by the President in the first half of 2025.”
The minister also said that if regulated responsibly, the legislation on casinos, bingo halls and “jogo do bicho” could also contribute to income generation, economic development and employment in the country.
According to Senator Iraji Abreu, the legislation on casinos, bingo halls and “jogo do bicho” is expected to create more than 1.5 million new direct and indirect jobs within five years.
Approved by a 14-12 vote by the Federal Senate Constitution and Justice Committee back in June, the bill would legalize casinos, bingo, “jogo do bicho” and horse racing betting in physical establishments.
As a result, integrated resorts will be able to dedicate 20% of their floor area to gambling.
The bill would allow casinos to be opened in tourist centers or integrated entertainment complexes, such as upscale resorts and hotels with at least 100 rooms, restaurants, bars and meeting and cultural venues.
Senator Angelo Coronel‘s amendment, if approved, would allow casinos to operate in integrated entertainment complexes or on ships specifically designed for that purpose.
